About Us
Kalon Services NL is a therapeutic family-based care program striving to make a difference.
Kalon Services NL previously known as Broken Arrow NL received our service providers licence in January 2020. We first opened in December 2004 as a residential treatment program licensed by the Ministry of Community and Social Services in Ontario. We specialize in providing therapeutic services to young people in Newfoundland & Labrador. Our specially trained family-based carers are supported by Child and Youth Care practitioners to ensure that children have their needs accurately assessed, goals created and specialized programming developed and implemented to meet the needs of each young person.
Kalon Services NL is designed to accommodate all young people from birth to eighteen years of age, who are struggling with diagnoses related to childhood disorders and/or complex needs due to behavioural, emotional and/or mental health issues. Kalon Services NL has access to various clinical supports to ensure that the unique and individual needs of all young people placed in our care are being accommodated.
The program also provides the young people placed in our family- based care homes a number of exciting recreational, educational and personal growth opportunities that are geared to the development and nurturing of cultural, social, physical and emotional strengths.
Meet Our Amazing Team


Sheena Best
Sheena is the Provincial Director for Kalon Services Newfoundland and Labrador, responsible for human resource management, recruitment, training and development.
Sheena has over 13 years of experience engaging with communities, families and children within the eastern region of the province. She is a registered Social Worker with a Bachelor of Arts degree in Community Studies, a BSW, and a Master of Arts in Counselling Psychology. Sheena had previously carried the Clinical Coordinator role with Kalon Services before transitioning into the position of Provincial Director. Sheena started her career in child protection with CYFS in the St. John’s -Metro area. This was followed by a number of years working within the Institutional Services Division, Department of Justice and Public Safety.
Sheena has also spent time volunteering and working with equine related programming; focusing on the unique therapeutic relationship that can be established and maintained between young people and horses, using ground based exercises and techniques.
Throughout Sheena’s career, she has developed an understanding of the challenges that may exist for young people and families and why supportive services are required and considered highly beneficial. Sheena is passionate about the importance of ensuring that the needs of the young people and families throughout Newfoundland and Labrador are met; with specific attention to the necessity for individualized treatment planning.
Tia Parsons
Tia is the Social Worker for Kalon Services NL, responsible for Family-based Career Recruitment, Assessments, and management of Family Based and Out of Home Care.
Tia has 15 years of experience working with children, youth and families within the province. She is a registered Social Worker with a Bachelor of Arts degree in Community Studies, a Bachelor of Social Work through University of Manitoba and a Criminology Certificate from Memorial University. Tia started her career in the Child and Youth Care field in 2008. She later worked with the Department of Children, Seniors and Social Development with a passion for working with children in care.
Throughout Tia’s career she has had great interest in attachment theory, strengths based practice and trauma informed care. Tia is passionate about ensuring the best interest of children are met on a day to day basis and believes “Every child is ONE caring adult away from being a success story”.- Josh Shipp
